 经济、社会和文化权利公约
    （1966年12月16日第二十一届联合国大会第2200A号决议通过，1976年1月3日生效。1997年10月27日我国正式签署该公约。 2001年2月28日第九届全国人大常委会第二十次会议做出批准决定。同年3月27日向联合国秘书长交存批准书）

    鉴于按照《联合国宪章》所确立的原则，对人类大家庭所有成员固有尊严及其平等和不可剥夺的权利的承认，是世界自由、正义与和平的基础；
    鉴于这些权利来源于人类固有的尊严；
    鉴于按照《世界人权宣言》，人类享受免于恐惧和贫困之自由的理想，只有在人人得以行使其公民权利和政治权利以及经济、社会和文化权利时，才能实现；
    鉴于各国根据《联合国宪章》负有促进对人权和自由的普遍尊重与遵行的义务；
    鉴于人人都应当对他人和社会负有为增进和遵行本公约所确认的各项权利而奋斗的义务；
    本公约缔约各国，兹同意下述各条：
