2002年，中国南水北调工程开工，移民这道世界难题摆在了建设者面前。仅南水北调中线丹江口大坝加高工程，就需要移民安置34.5万人，其中湖北省有18.1万人、河南省有16.4万人。河南省丹江口库区需搬迁移民涉及南阳市淅川县的11个乡镇1276个村民小组。2011年12月20日，湖北、河南两省的南水北调丹江口库区大规模农村移民搬迁基本完成。解决了移民问题，就解决了中国南水北调中线工程建设的关键问题。
